When Painting Over Wallpaper Can Work
There are limited circumstances where painting over wallpaper is acceptable: when the paper is completely flat, firmly adhered across 100% of its surface, has no visible seams, and is in a low-humidity, low-traffic room. This almost never applies to Victorian or Edwardian properties, where multiple layers of paper over lime plaster walls are the norm.
The Risks of Painting Over Wallpaper
The main risks are: seam visibility (paint highlights every raised edge), bubbling when moisture from the paint releases residual adhesive, and the fact that you are now permanently committing to leaving that paper on the wall forever — subsequent stripping becomes dramatically more difficult and expensive. In period properties with lime plaster walls, trapped moisture behind painted-over paper can cause plaster to blow or fail.
The Correct Way to Strip
Professional stripping uses a steam wallpaper stripper to soften old adhesive and release the paper in manageable sections. After stripping, the walls are washed down, any plaster defects filled and sanded, and the substrate assessed before priming begins.
