The General Rule: No Permission Required
Under UK planning law, painting the exterior of a house is considered permitted development for most properties. In practice, enforcement of painting colours in conservation areas varies considerably between boroughs. Camden Council, which covers Hampstead, Primrose Hill, and parts of Kentish Town, takes a relatively active interest in maintaining the character of its conservation areas. Haringey, covering Highgate and Muswell Hill, and Barnet, covering East Finchley and West Hampstead, also have active conservation officers.
The safest approach if you live in a conservation area is to check with your local planning authority before repainting in an unusual or striking colour. Most will be happy to advise informally, and many issue conservation area guidance that suggests appropriate colours for different property types.
Listed Buildings: Consent Always Required
If your home is a listed building — and North London has a significant number, particularly in Hampstead Village, Highgate Village, and parts of Islington — any external works including painting require listed building consent. This applies even to internal works if they affect the special character of the building.
Listed building consent applications are assessed by the local planning authority and sometimes by Historic England. Unauthorised works to a listed building are a criminal offence with potentially significant penalties. If you are in any doubt whether your property is listed, check the Historic England National Heritage List for England, or call your local planning authority.
Hampstead Garden Suburb: Specific Approval Required
Homeowners in Hampstead Garden Suburb NW11 face an additional layer of regulation. The Hampstead Garden Suburb Trust controls all external changes to properties within the estate, and all exterior painting colour schemes require Trust approval before work begins. Flats and Leasehold Properties
If you own a leasehold flat, the exterior of your building is likely the responsibility of the freeholder or management company. Any repainting of the exterior will need to go through them rather than being arranged by individual leaseholders.
